with somewhat similar goals - but not exactly. I have all the forged internals, oversized valvetrain, cams and sidemounts but running 18G's and not 20's. Mine is in the build process also, I just pulled the motor 3 days ago and plan to strip it and to send it to SGP this month. I know lag will be somewhat of an issues, but i will finish the build before i decide if i need something to help them spool up a bit quicker... My oppionion on your situation would just be build it how you want it to suit you - but personally I would not put numbers, especially very high one, as my first priority. Mine is reliability and street-ability first off. And again, i think 15k at minimum to do your build... the turbos alone run around 6k i think, plus the frame needs to be notched for 20G's from what i have heard. That can't be cheap...
